Technical auditing of land plots

Competent selection of land plots for construction is one of the most important stages of successful implementation of any investment project, since it is at this stage that a significant part of the future costs of the project is formed: utility costs, all the necessary issues of land ownership and use are resolved, risks and potential problems of its use are assessed.

At the pre-investment stage, the investor, together with the auditor, should determine the key parameters of the future construction (dimensions of buildings and structures; configuration of transport infrastructure, etc.), analyze physical and legal compliance of the land plot with the construction objectives and possibilities of the investment budget. In this connection, recently technical auditing has become much sought-after.

This service allows for getting complete information about the site and the existing buildings: urban planning and infrastructure restrictions and encumbrances, available public easements, transport infrastructure, technical condition of buildings, structures and utilities, facilities within and outside the site, sanitary protection, protected zones, etc.

Comprehensive auditing of the land, as a rule, is a diversified service and includes a number of procedures, mechanisms and actions that are aimed at satisfying customers to the maximum extent.

Normally, land plot auditing for subsequent construction includes:

  • legal auditing tracing legal risks;
  • technical auditing comparing the land use category with its intended purpose and identifying possible architectural, urban planning, utility and sanitary protection restrictions and encumbrances;
  • environmental auditing determining a potential impact of the facility on the environment.

We do have the necessary facilities, equipment, regulatory and legal documents to verify title documents, determine the compliance with the permitted use and urban planning regulations; study of on-site utilities, determine points and options for connecting the planned facility to the utilities (electricity, gas supply, water supply, sewerage, telephone, internet) with the existing limits; obtain official reports on the presence / absence of water bodies, cultural heritage sites, monuments, archaeological sites, objects within and outside the borders, sanitary protection and protection zones; develop a site layout; asses the scope of possible architectural and town planning, environmental, engineering and technical, infrastructural restrictions and encumbrances; assess the maximum construction footprint given the existing restrictions; obtain provisional specifications for connecting to the utilities; determine the estimated cost of working out technical specifications; evaluate the influence of building limit lines, road footprint, residential development lines, etc., including an outline map; study survey reports taking into account topography and vegetation, existing facilities, utilities on the land plot and the adjacent territory; check the siting of buildings; obtain provisional specifications for connecting to the road and railway tracks.

After the auditing customers get a general land plot layout with all the existing restrictions and encumbrances, utilities and transport infrastructure, w with an area free from restrictions, on which it is possible to build facilities and pertinent infrastructure, a general layout after the elimination of possible restrictions, a preliminary calculation of the cost of compliance with the technical specifications, a summary calculation for all the measures to eliminate restrictions.

Auditing provides customers with an estimated value of future costs, which allows for making proper management decision.
