Statistically, the percentage of facilities commissioned in violation of construction standards in Russia has increased to 40%. Therefore, pertinent authorities are actively taking measures to combat construction code violations, at a whole new level, initiating unscheduled construction quality audits. Construction quality auditing means controlling construction quality and reporting on its legal and technical compliance. In all the previous projects, we did successfully provide the following technical supervision services: participation in negotiations with the Contractor in discussing construction schedule, design documents and construction methods; advising the Client on the selection of specialist subcontractors; independent technical supervision over construction, installation, repair and finishing in accordance with the design documentation; control of the quality of works performed in conformity with the applicable building codes and technical specifications; control over the compliance with the schedule set forth in the Construction contract; construction of the contractor, control over the construction materials used by the Contractor in accordance with the design estimates; technical supervision over timely elimination of defects detected during inspections; acceptance of completed construction stages for compliance with the requirements of SNiPs and GOSTs; check of the availability and correctness of as-built documents; participation in the inspection of hidden works; hydraulic tests and signature of related acts; participation in the acceptance of the completed facility or facility repair. Technical supervision presupposes the appointment of at least two experts who will inspect of the facility at each construction stage to avoid unforeseen circumstances during project delivery. All site visits of technical supervision experts are recorded in the site visit log, and in case of violations detected, all the comments relating to any faults are entered in the log. Regular control over the construction will enable the Client to demand from the principal contractor strict compliance with all the obligations and instructions, and in case of non-compliance, protect their interests at court.
